Board of Directors

The Academic Board of Directors is comprised of deans from the College of Engineering, Agriculture and Life Sciences, College of Liberal Arts, and Mays Business School.

Frank M. Muller, Jr. is Chairman and CEO of TenX Technology. After graduating from Texas A&M University in 1965, Mr. Muller was commissioned in the U.S. Army. He is a decorated Vietnam War veteran (Silver Star with two oak leaf clusters). He returned to Texas A&M University to earn an MBA. He is on the College of Liberal Arts Development Council, the Corps of Cadets Development Council, the Texas A&M Foundation Development Advisory Committee, the Texas A&M Research Foundation Board of Trustees, and the Center for International Business Studies Advisory Council. In recognition of his service to the University he was named Distinguished Alumnus in 1992 and a member of the Corps of Cadets Hall of Honor in 2001. Mr. Muller currently serves as the Chairman of the PERC Board of Directors.

Kyle Bethancourt received a BBA in Accounting and Finance from Texas A&M University and a MBA in Finance and Entrepreneurship from The Wharton School in Philadelphia, Pensylvania. Mr. Bethancourt is a Managing Director and co-founder of Sallyport Investments, LLC, (Sallyport) a private investment company that specializes in oilfield service, exploration and production, and pipeline transactions. Prior to Sallyport, Mr. Bethancourt was a Vice President at the Blackstone Group (Blackstone) where he worked for their credit division, GSO Capital Partners. His primary focus was on exploration and production investments with a focus on the Permian basin and the Utica shale. Mr. Bethancourt was also involved in the successful launch of the Franklin Square Energy & Power fund, which makes debt investments in energy-focused businesses. Previous to Blackstone, Mr. Bethancourt worked for D. E. Shaw & Co. (Shaw), a hedge fund based in New York City with $25 billion of assets under management. While at Shaw Mr. Bethancourt made investments in renewable and traditional power projects. He was involved with developing a portfolio of biomass power projects in central California and he also helped manage a portfolio of traditional natural gas fired facilities in the Midwest. Before Shaw, Mr. Bethancourt spent time working for the El Paso Corporation and for Merrill Lynch where he worked on debt and equity transactions totaling over $6 billion.

Bill Carter is a Certified Financial Planner and President of Carter Financial Management (CFM). In 1969, Mr. Carter received a degree in Agricultural Economics from Texas A&M University, where he was a Distinguished Military Graduate and served as Student Body President. In 2000, Mr. Carter was presented with Texas A&M University's top honor, the Distinguished Alumni Award, the first in his class to receive this honor. Currently, he serves on the Board of Directors of the 12th Man Foundation, and he recently served on the Advisory Council to former Texas A&M President, Dr. Robert M. Gates. Mr. Carter was the Past President of the Dallas A&M Club, Past Chairman of the Board of Trustees of the Texas A&M University Foundation, and a former member of the Texas A&M University System Investment Advisory Committee. Mr. Carter serves on the Advisory Council to the Cadet Center for Leadership Excellence and the Presidential Board of Visitors for the Corps of Cadets at Texas A&M University. In 2003, Mr. Carter was awarded the prestigious Jimmy Williams Distinguished Service Award by the Dallas A&M Club for his lifelong service to the Dallas A&M Club and Texas A&M University.

Dave Elmendorf is a Houston native who graduated from Westbury High School. He completed his college studies at Texas A&M University and graduated magna cum laude in 1971 with a B.S. in Economics. Selected in both the baseball and football drafts, Dave chose the L.A. Rams over the New York Yankees. He spent nine years as the Rams' strong safety, never missing a start, and finished an All-Pro career in the Super Bowl in 1980. His career after football has included the development and management of an upscale health club and a sports bar and restaurant. From 1987 through 1995, Dave worked as a general manager for American Golf Corporation, the world's largest golf course management firm. He then became the Director of Golf for Dolce International, which included operational responsibility for the Dolce golf properties and acquisition of new golf facilities as part of an aggressive growth plan. He is currently Executive Director of Operations for the William Charles Group, a professional golf services and development company. Dave is also the color commentator on the A&M Radio Network, broadcasting all Aggie football games on a 60+ station network. In 1996, he was named to the Texas High School Football Hall of Fame and in 1997, Dave was inducted into the College Football Hall of Fame at a ceremony in New York. He and his wife, Mamie, live on a farm near Bryan.

Mr. Flores represents the 17th District of Texas in the U.S. House of Representatives. He was first elected in November 2010. Mr. Flores graduated Cum Laude with a BBA from Texas A&M University in 1976 and in 1985, received an MBA from Houston Baptist University. Following graduation from Texas A&M, Mr. Flores has remained active with his Alma Mater. He has served as Director and Past President of the Association of Former Students at Texas A&M University, as a member of the Mays Business School Advisory Board, the Corps of Cadets Development Council, Corps of Cadets Association, the Houston A&M Club, the Brazos County A&M Club, and has served in numerous other roles at Texas A&M University. In 2003, he was honored as an Outstanding Alumnus of the Mays Business School of Texas A&M University. Bill and his wife, Gina, have also been honored as Fish Camp namesakes. The Floreses have two sons.

Randolph W. House graduated from Texas A&M University in 1968 as a Distinguished Military Graduate. He received his Master's Degree from Clemson University. His military education includes the Infantry Officer Basic Course, U.S. Army Command and General Staff College, and the National War College. General House has commanded at every level of command from an infantry platoon in the 82nd Airborne Division through Deputy Commander in Chief of the U.S. Pacific Command. In addition, he had five joint assignments where he worked closely with all our services and other governmental agencies. In July 1990, General House assumed command of the 2nd Brigade, 1st Cavalry Division and commanded the brigade in southwest Asia during operations Desert Shield and Desert Storm. Lieutenant General House retired in December 2000 after almost 33 years of service. General House's awards and decorations include the Defense Distinguished Service Medal (with two Oak Leaf Clusters); Distinguished Service Medal; Silver Star; Defense Superior Service Medal; Legion of Merit (with two Oak Leaf Clusters); Distinguished Flying Cross (with three Oak Leaf Clusters); Soldier's Medal; Bronze Star Medal (with an Oak Leaf Cluster); Meritorious Service Medal (with three Oak Leaf Clusters); 32 Air Medals; Army Commendation Medal (with an Oak Leaf Cluster); Vietnamese Cross of Gallantry (with two Silver Stars and two Bronze Stars); Southwest Asia Service Medal (with three Bronze Stars); Humanitarian Service Medal; Republic of Vietnam Campaign Medal; Kuwaiti Liberation Medal; Combat Infantryman Badge; Parachutist's Badge; Ranger Tab; Army Staff Identification Badge; Joint Chiefs of Staff Badge; and the Office of the Secretary of Defense Badge. In September 2005, he was inducted into the Texas A&M University Corps of Cadets Hall of Honor. Lieutenant General House and his wife, Jeanie, reside in College Station, Texas, where he operates the family ranch. He also serves as a consultant, using his skills learned in the military to advise such clients as the George Bush School of Government and Public Service and other non-Department of Defense companies in a strategic planning role. He is an active speaker in the areas of leadership, management, and national security and is a member of various advisory councils at Texas A&M University.

Dr. Nora Janjan held the position of Professor of Radiation Oncology at the University of Texas M.D. Anderson Cancer Center, Houston, Texas. She served as President and Chair of the Board of the American Society for Therapeutic Radiology and Oncology. Dr. Janjan served on many national committees on the treatment of cancer, including Chair - Working Group on Palliative Care, End of Life Care and Pain Relief, and National Cancer Institute and National Institute on Aging; Member - American Society for Clinical Oncology, Cancer Education Committee for Optimizing Cancer Care, and American Society for Clinical Oncology Guidelines on the Use of Biophosphonates in Breast Cancer. She is a 1975 graduate of the University of Arizona and a 1979 graduate of the University of Arizona College of Medicine. She has completed residencies in Internal Medicine and Radiation Oncology at the Baylor College of Medicine. Dr. Janjan has produced more than 100 peer-reviewed publications and has received many honors including: Fellow—American College of Physicians, Outstanding Teacher Award—Department of General Surgical Oncology, Fellow—American College of Radiology, and listed in "Best Doctors in America."

Willie T. Langston is a managing partner and Chairman of Avalon Advisors, LLC. He graduated summa cum laude from Texas A&M University in 1981. After graduation, he worked for Coopers & Lybrand for two years and became a Certified Public Accountant. He then attended Stanford's Graduate School of Business, receiving his MBA in 1985. Upon graduation, Mr. Langston joined Goldman Sachs' Private Wealth Management Division. In 1996 he joined Morgan Stanley where he worked until founding Avalon in 2001. Mr. Langston is a member of the Mays School of Business Advisory Board at Texas A&M and is an outside advisor to the Texas A&M Foundation Investment Committee. He is currently the Chairman of the Board of Houston Christian High School and a deacon at Second Baptist Church. He is a former Trustee of the 12th Man Foundation, past President of the Houston Christian Educational Opportunities Foundation, and a past President of the Houston Chapter of the Stanford Business School Alumni Association.

Jim Schwertner is president and CEO of Schwertner Farms, Inc. and was appointed by Texas Gov. Rick Perry in 2009 to serve on the Board of Regents of the Texas A&M University System. Schwertner is also chairman of the board of Schwertner State Bank and a partner in the Lockhart Livestock Auction and the Mid Tex Livestock Auction in Navasota, TX. He has extensive non-profit governance experience, having served on the boards of organizations such as Texans for General Aviation, the National Cattlemen’s Beef Association and the Capitol Area Diabetes Association. Along with serving on PERC’s Board, he has also been appointed to represent industry on groups including the Texas Aviation Advisory Board and the National Beef Board.

Chip (Loyd) Utterback is the President and Chief Executive Officer of Blue Skies of Texas Senior Living. A retired USAF Lieutenant General and decorated combat fighter pilot, his last military duty was as the Commander of Thirteenth Air Force and the Air Forces Pacific. A distinguished military graduate of Texas A&M University, he earned a BBA in Operations Management and holds a Master of Aeronautical Science from Embry Riddle University.
